Help: Cardinal
When a settlement has chosen a Divine Patron, the Patron is able to appoint
a citizen of their choosing as Cardinal. The Cardinal is the highest ranked
citizen in the eyes of the Patron and serves to see that the Patron's mandate
is carried through. Though not always the case, the Cardinal is often a
member of the Patron's divine order, with whom a close relationship has
already been established.
The Cardinal occupies a unique space within the structural heirarchy of a
settlement. Their position is distinct and separate from those in governing
roles, and as such, the crowned ruler nor the Consuls can simultaneously
hold the Cardinal role. The Cardinal cannot be ejected or otherwise
forcefully cast out from the settlement, even by the crown.
While it is likely the Divine Patron will maintain open communication with
the leadership of their represented settlement, in cases when the Patron is
unavailable, the Cardinal should serve to represent the Patron.
